A Code Breaker is a Cheat Device that comes for several Game Consoles such as PSone, PS2, Game Boy Advance and Dreamcast.
There's currently no Code Breaker for Xbox or GameCube.
PS2, PSone & DC Code Breaker is a disc you boot up just like a normal game disc.
A PS2 CB saves new codes to your PS2 memory card. (Note: Code Breaker PS2 does NOT use a full memory card, you can still save your games to the same memory card.)
A PS1 Code Breaker saves to your PS1 memory card. It can take a full card if you make an 'X-Key' with it.
A DC Code Breaker saves to your DC VMU's. It ranges with how many codes you have on it for how much space it takes up.
A GBA Code Breaker saves cheats to the product itself. It has a limited amount of memory on the cartridge, but has enough room for a while.
