Most likely the Code Breaker PS2 memory card save has become corrupted.
If you have used V7.0 & have saved new cheats to memory card, it could have corrupted the file.
1) Simply boot up your Code Breaker without the memory card plugged in.
2) Goto the Select Cheats options, from there, enter your new cheats.
3) When you are finished, put your PS2 memory card back in & Press Start.
4) It will ask you to save your changes & ask you to overwrite the cheats on the memory card, choose yes & it should be fixed.
...or goto the PS2 system browser and delete the Code Breaker save file.
